Hi Elaine. The $200/plan is a membership fee to get access to their "special" rates on data that don't expire. 

The rates are as follows:

• 2GB for $15
• 6GB for $30
• 14GB for $55
• 25GB for $80
• 50GB for $140
• 95GB for $200

Keep in mind that you if you don't purchase call and text, you will instead consume data.

• 1 MB of data = 10 outgoing texts (from Canada to Canada, U.S. or Mexico)  
• 1 MB of data = 1 minute to talk anywhere in Canada  (from Canada to Canada, U.S. or Mexico) 

You can purchase unlimited calls and text to not consume your data.

• 3 months unlimited calls and text for $25
• 12 months unlimited calls and text for $75

So for example you want unlimited calls and text with 95GB of data for 1 year, that'll cost you $475 ($200 membership fee for 1 year + $200 for 95GB of data + $75 for 1 year of unlimited calls and text).
